Following message Manager of the Hong Kong and Shanghai Bank, Singapore for immediate communication to Arthur Morse, Manager of the Hong Kong and Shanghai Bank, London, from Stuart. Begins.

All communication Singapore Hong Kong cut off; no word Grayburn so presume he has been unable to get away. Provision should be made for the Bank to operate without interruption in the event of Hong Kong becoming enemy territory. I consider it inadvisable in view of the present situation in Malaya to organise Head Office here and suggest take necessary steps legally to establish Head Office temporarily in London. Have consulted Financial

Secretary of the Government who concurs. Telegraph reply.
